DHA NABIDH Standards

The Dubai Health Authority's Standards for Interoperability and Data Exchange are published as the NABIDH policies and standards. They set requirements for clinical coding, interoperability, consent and health information security. These apply to facilities that connect to NABIDH, the Dubai health information exchange platform. NABIDH is the platform, and xmodo supports the standards.

Who it applies to

They apply to healthcare facilities licensed by the Dubai Health Authority, including hospitals, clinics and diagnostic centres. They also apply to the health information systems and vendors that connect these facilities to NABIDH.

Main requirements

Interoperability

Health data is exchanged using the DHA's technical standards, including HL7 and FHIR-based interfaces.

Clinical coding

Facilities apply defined terminologies and coding standards consistently at the source.

Consent & privacy

Facilities manage patient consent and meet privacy duties for exchanged records.

Health information security

Systems that hold and exchange health information meet security standards, and facilities provide evidence regularly.

How xmodo supports it

  • 1

The DHA standards are set up as controls with owners and evidence, so you can show NABIDH readiness before an audit.

  • 2

Connected systems and their interfaces are held in the asset register with the controls that apply to them.

  • 3

Mapping to ADHICS V2 supports groups with Abu Dhabi facilities. Mapping to ISO/IEC 27001 and HIPAA covers shared safeguards.

DHA NABIDH Standards shares requirements with the frameworks below. Controls you already run for any of them count towards DHA NABIDH Standards as well.

Frequently asked questions

Is NABIDH a framework?

NABIDH is the Dubai Health Authority's health information exchange platform. The obligations are set out in the DHA's Standards for Interoperability and Data Exchange, which xmodo supports. Assessors ask what you comply with, so the difference matters.

We have facilities in Dubai and Abu Dhabi. Do we need two programmes?

You need one programme with two separate entities. Dubai facilities follow the DHA standards and Abu Dhabi facilities follow ADHICS V2. Shared safeguards are implemented once.
