What the regulator expects

A government entity or critical-infrastructure operator answers to a national baseline such as UAE IA Standard 2.1 or NCA ECC. It often also answers to an emirate-level regulation such as DESC ISR 3.1, and in Europe to NIS2 or the NCSC Cyber Assessment Framework. Each expects a documented applicability review and controls that operate and are checked on a regular schedule. Each also expects suppliers in scope and incidents reported to the national authority within its window.

Can a Dubai Government entity run DESC ISR 3.1 and UAE IA 2.1 together?

Yes. Both are set up on the same control library. A shared control is implemented once and reported to each regulation separately, and the mapping between frameworks shows where they differ.

How is deployment handled for entities that cannot use public cloud?
