TDRA Sector Requirements
The Telecommunications and Digital Government Regulatory Authority was established under Federal Law by Decree No. 3 of 2003. It licenses and regulates the UAE telecommunications sector and issues sector regulatory instruments, including its Internet of Things regulatory framework. xmodo sets up the security and regulatory obligations these instruments place on licensees as one pack. Each requirement is tagged to its source instrument.
Who it applies to
It applies to holders of TDRA individual and class licences. These include network operators, internet and voice service providers, and providers covered by the TDRA's IoT and sector regulatory frameworks.
Main requirements
Licence conditions
Licensees must meet the security, continuity and reporting conditions attached to their licence.
Sector regulatory frameworks
Licensees must meet the obligations of the TDRA regulatory frameworks that apply to their services, such as the IoT framework.
Data handling
Licensees must meet the data protection and retention conditions of the applicable instrument, and any residency conditions it sets.
Incident & continuity
Licensed services need incident management, notification and continuity arrangements that meet TDRA expectations.
How xmodo supports it
- 1
Each requirement shows the TDRA instrument that imposes it, so a licensee can trace any control to its source when the regulator asks.
- 2
xmodo scopes the pack to your licence type and services when you adopt it, so a class licensee sees only its own obligations.
- 3
Requirements are mapped to UAE IA Standard 2.1 and ISO/IEC 27001. Many licensees also follow UAE IA Standard 2.1 as critical-infrastructure operators.

TDRA Sector Requirements shares requirements with the frameworks below. Controls you already run for any of them count towards TDRA Sector Requirements as well.
Frequently asked questions
Does the TDRA still issue the UAE Information Assurance standard?
No. The UAE Cyber Security Council issues the current UAE Information Assurance Standard Version 2.1. The TDRA published the 2020 Regulation, which xmodo keeps as a legacy edition. This pack covers the TDRA's own sector instruments.
